Literary creation, photography, lantern riddles, music, chess, calligraphy and painting, drama and singing, etc. are not the only cultural life that is rich and colorful.
Main features and advantages: It has a special geographical location and broad development prospects, and has many unique advantages:
First, location advantage. The development zone is located in the middle of the prosperous area in southeastern Fujian. It is 174 nautical miles away from Keelung Port in Taiwan and 194 nautical miles away from Kaohsiung. National Highway 324 and Fuzhou-Xiamen Expressway run through the entire area. The Zhangzhou-Quanxiao Railway directly reaches the port area. The transportation conditions are very convenient. It is an important channel for north-south, south-east traffic and the radiation center of the southeast sea waterway. From here, you can reach Zhejiang and Shanghai from Fuzhou in the north, Guangdong and Jiangxi from Xiamen in the south. You can take trains to all parts of the country via the Yingxia Line, and maritime shipping can directly reach coastal ports, Taiwan and the Asia-Pacific region.
The second is the advantage of a large port. The development zone has a total coastline of more than 50 kilometers, including 11 kilometers of deep-water shore. It can build 10,000-ton to 300,000-ton berths and has a long wharf line. 5 kilometers, equivalent to 1/5 of the total coastline length of my country's existing 10,000-ton berths; the good port construction conditions are known as "rare in China and rare in the world." At present, it has built a 10,000-ton general cargo terminal, a 100,000-ton crude oil terminal, and one each of 5,000-ton, 3,000-ton, and 2,000-ton refined oil terminals. Xiaocuo Port has been listed as one of the first-class national ports. The Ministry of Transport plans to build the south bank of Meizhou Bay into one of the four major international transfer ports in the country. Currently, Xiaocuo Port District on the south bank is working hard to build a 50,000-ton container terminal, a 50,000-ton coal terminal, a 50,000-ton grain transfer terminal, Once these projects are completed, including the 100,000-ton grain terminal and the 250,000-ton oil terminal, Xiaocuo will not only have the largest concentration of deep-water berths in Fujian Province, but will also become an important port with great influence in the country.
The third is the advantage of large industry. In 1992, the Aircraft Refining and Chemical Co., Ltd., with an annual crude oil processing capacity of 2.5 million tons, was completed and put into operation in the Xiaocuo Development Zone, becoming the leading enterprise in the construction of the Xiaocuo petrochemical base. By April 1997, the annual processing capacity had expanded to 4 million tons. In 1996, the State Council approved the construction of a new refinery with an annual processing capacity of 8 million tons.
By 2000, the Aircraft Refining and Chemical Company will expand its annual processing capacity to 12 million tons, and will build a 600,000-ton ethylene project, 300,000-ton polypropylene, 450,000-ton polyethylene, 300,000-ton vinyl chloride, and 200,000-ton caustic soda. With petrochemical midstream and downstream projects and chemical projects such as 40,000 tons of propylene oxide and 40,000 tons of polyether, Xiaocuo will become one of the largest petrochemical bases in the country. In 1996, the State Council approved the construction of a large-scale thermal power plant in Xiaocuo with a total installed capacity of 1.8-1.9 million kilowatts. The total investment in these projects will exceed 100 billion, making it the largest industrial investment plan since the founding of the People's Republic of China.
Quangang, a seaport city known as "rare in China and rare in the world", is a large-scale petrochemical port city under planning and construction in China and an important part of the Meizhou Bay petrochemical base planned and constructed by the country. It is the leading petrochemical industry area of the West Coast Economic Zone. It relies on port logistics, is supported by the petrochemical industry, and has an excellent investment environment, attracting merchants from all over the world.
With the completion and commissioning of a project with a total investment of 50 billion yuan, the urban planning and construction of Quangang has accelerated again. It is the Fujian Refining and Ethylene Integration! This 50 billion yuan project is the first joint venture project in China that fully integrates oil refining, ethylene production and refined oil sales. After it is completed and put into operation in Quangang in 2008, the average annual sales revenue is expected to reach 21.281 billion yuan. Profit was 2.512 billion yuan. According to the analysis of similar projects under construction in China, the "integrated" petrochemical aircraft carrier can produce at least a 1:5 driving effect, which can drive an output value of more than 170 billion yuan. It will not only form a 100 billion petrochemical industry cluster on the west coast of the Taiwan Strait, but also It will drive new materials, light industry, textiles, electronics, automobiles, food, supporting industries, tertiary industries and other related industries and become a powerful "engine" for local economic development. This will inevitably bring unprecedented flows of people, logistics, business, capital and information, etc. At present, Quangang has attracted more than 10 Fortune 500 companies such as Sinopec and ExxonMobil, more than 30 multinational groups such as DuPont of the United States, and more than 150 Hong Kong and Taiwan companies to compete. You can see that Quangang is setting off an unprecedented investment boom.
Fourth is infrastructure advantages. The development zone has basically complete infrastructure such as water, electricity, roads, communications, and docks. The Shugang Highway and the secondary highway connecting National Highway 324 have been completed and opened to traffic, with a total length of nearly 90 kilometers in the area. Two water plants that have been put into use with a daily water supply of 9,000 tons and 40,000 tons. The construction of the water diversion project on the south bank of Meizhou Bay with a total investment of 370 million yuan and a daily water supply of 260,000 to 520,000 tons is nearing completion. The entire line will be completed in 1997. Water supply. There are Tangtou 10,000-volt substations, Fairyland 110,000-volt substations, and Refining and Chemical Company 110,000-volt substations in the development zone, with sufficient power supply. The communication project is connected to the Quanzhou program-controlled network, and has built 4 program-controlled module offices and 2 telecommunications base stations; 29,000 program-controlled telephones have been opened to realize wireless paging and mobile communications to meet the needs of external communication.
The fifth is the advantage of policy services. In April 1996, the Party Working Committee of the Development Zone was established with the approval of the province and city. As an agency dispatched by the Quanzhou Municipal Party Committee and the Municipal Government, it exercises the functions of the county-level party committee and government, and uniformly manages the economic, political and various social affairs in the area. It also enjoys the economic management authority of the provincial municipality and enjoys the 10 preferential policies granted by Quanzhou City, which can provide investors with more favorable and flexible services in terms of land prices, project approval, and management. The Development Zone Management Committee implements "small government" , big society" system, streamlined organization, efficient operation, flexible and convenient, implementing one-stop service, and attracting investors with high quality.
