The Water Locking Tower is three miles away from Huaning County, adjacent to Ciguang Temple in the east and Yingchun Bridge in the south. The water-locking tower was built during the Zhizheng period of the Yuan Dynasty (1341-1370). In the 15th year of the Jiaqing reign of the Qing Dynasty (1810), the foundation of the tower was damaged. The people of Hezhou rebuilt it because of the importance of Feng Shui, and erected a monument to commemorate the incident.
The water-locking tower is a dense-eaves type, square with seven levels, hollow, and 16 meters high. The base of the tower is built with stone strips, with six levels and a height of 3.32 meters. It shrinks into a ladder shape from the bottom layer upward. The bottom layer of the tower base is 1.3 meters high and the side length is 7.8 meters. The third and fifth floors are each 22 centimeters high, the fourth floor is 65 centimeters high, the sixth floor is 71 centimeters high, and the side length is 5.6 meters. On the west side, a piece is embedded in the middle that is 41 centimeters high and 6 meters wide. Sixteen centimeter stone tablet. The tower body is built with 38 x 19 x 6 cm blue bricks. It has seven levels and is 12 meters high. The outer contour is like an inverted vase. There are round arched windows on all four sides of each level. The bottom wall of the tower is thick. Eighty centimeters, two meters deep into the base to stabilize the tower body. The first level is 3.42 meters high; the lower part is 3.9 meters long and the upper part is 3.7 meters long. The above levels are slightly tapered in turn, and each level is evenly spaced. The eaves are built using the stacking method, with an eaves extension of 30 centimeters. The eaves are inlaid with bricks in the shape of lotus petals and decorated with chalk. They are exquisite and unique, and are integrated with the tower body.
In 1991, the top of the water-locking pagoda was stolen, and no pagoda brake remained except for the rhombus-shaped brake seat, which was 70 centimeters high. The original earth ladder in the tower was used for climbing, but it has been destroyed. In early 2007, the White Tower was restored again.
The Huaning Water Locking Tower in Yuxi and the Yingchun Bridge*** under the tower are both listed as cultural relics protection units in Yunnan Province.
