China's laws also stipulate that if the meteorological conditions are lower than the minimum meteorological conditions for the captain's flight and the meteorological conditions endanger the safety of this flight, it is not allowed to take off.

Fifty-eighth flights entering the airport area under complex meteorological conditions must be approved by the air traffic controller or flight commander. When an air traffic controller or flight commander allows an aircraft to fly into the airport area, he shall promptly notify the pilot of the following:

(1) the flight altitude entered;

(two) the relevant flight situation in the airport area;

(3) Horizontal visibility or runway visual range, weather phenomena and cloud bottom height over the airport, wind direction and speed on the ground and clouds, field pressure or corrected sea level pressure or zero height, and ground atmospheric temperature;

(4) Instrument approach or cloud penetration method and landing course.

Article 69 The take-off of aircraft flying on air routes, air routes or transit flights shall be determined according to the preparations of the crew and aircraft, the preparations of the take-off airport, the landing airport and the alternate airport, and the weather conditions. Take-off is not allowed in any of the following circumstances:

(5) The failure of the aircraft or the equipment on the aircraft may affect flight safety, or the equipment of the civil aircraft is lower than the regulations of minimum equipment list, or the military aircraft may affect flight safety after being confirmed by the captain;

(six) the ice, frost and snow on the surface of the aircraft have not been removed;

(seven) the loading and riding on the aircraft do not meet the requirements;

(8) The aircraft did not carry spare fuel as required;

(nine) the meteorological conditions are lower than the minimum meteorological conditions for pilots to fly, and the meteorological conditions endanger the safety of this flight.
